New York City Offers Free Air Conditioning Units With New Initiative

As temperatures rise and summer approaches, New York City has launched an initiative to help residents stay cool and safe. The Home Energy Assistance Program (HEAP) offers eligible New Yorkers up to $800 for a window or portable air conditioner, including installation. For those with an existing wall sleeve unit, the benefit can be up to $1,000. This program is a critical measure to protect vulnerable populations from heat-related illnesses.

Barbara C. Guinn, Acting Commissioner of the New York State Office of Temporary and Disability Assistance, emphasized the program’s significance: “This program provides air conditioners and fans for New Yorkers at high risk of heat-related illness to help them keep cool during the summer months. We encourage everyone who may be eligible to apply soon so that their air conditioner can be installed before we experience the worst of the hot weather.”

Eligibility Criteria

To qualify for the HEAP cooling assistance, applicants must meet certain criteria:

  • Income Guidelines: The household’s gross monthly income must be at or below the specified limits for their household size.
  • Program Enrollment: Eligibility can also be based on enrollment in programs such as Supplemental Nutrition Assistance Program (SNAP), Temporary Assistance (TA), or Code A Supplemental Security Income (SSI Living Alone).
  • Health and Vulnerability: The household must contain at least one individual with a documented medical condition exacerbated by extreme heat or a vulnerable member based on age (60 years or older, or children under six).
  • Citizenship Status: At least one member of the household must be a U.S. citizen or a qualified non-citizen.
  • Existing Equipment: The household must currently not have a working air conditioner, or the air conditioner they have must be at least five years old. Additionally, they must not have received a HEAP-funded air conditioner within the past five years.

Application Process

Residents can apply for the HEAP cooling assistance in several ways:

  • Online: Through the ACCESS HRA portal, which simplifies the application process.
  • In-Person: Applications can be submitted at local district offices.
  • By Phone: Residents can find their local district contact to apply over the phone.

Maintaining the Air Conditioner

Once installed, it is the resident’s responsibility to maintain the air conditioner. This includes tasks such as removing, covering, storing, and reinstalling the unit as necessary. Residents can access the HEAP Participating Vendor List to find approved HVAC vendors for installation and maintenance.
