Former New York Governor Andrew Cuomo has won the endorsement of Citizens Union, a non-partisan organization focused on accountable governance, for his 2025 Democratic primary campaign for New York City mayor. This endorsement marks a notable reversal, coming despite Cuomo’s resignation amid controversy just four years ago.
Citizens Union is taking an unusual approach this election cycle. Rather than backing a single candidate, it encourages voters to rank three contenders equally: Cuomo, City Comptroller Brad Lander, and State Senator Zellnor Myrie. The group pointed to the city’s complex political landscape, where no candidate alone seems fully prepared to handle its many challenges.
Cuomo stands out for his extensive executive background, which includes nearly eleven years as governor and prior federal and state government roles. Citizens Union highlighted his proven ability to deliver major infrastructure projects and pass legislative reforms while reducing government inefficiencies. His record includes significant election reforms, stricter lobbying laws, and police oversight mandates, demonstrating his capacity to navigate New York’s complex political environment.
At the same time, the group did not overlook Cuomo’s ethical issues. These include the dissolution of the Moreland Commission, interference with the ethics agency he founded, omissions related to COVID-19 nursing home data, sexual harassment allegations, and recent campaign finance violations. Citizens Union noted these problems but emphasized Cuomo’s pledge to enforce stronger ethical standards, including independent oversight and protections for whistleblowers, should he become mayor.
Alongside Cuomo, Citizens Union endorsed Comptroller Lander for his deep commitment to transparency and reform. The group praised Lander’s work strengthening ethics rules, boosting government accountability, and advocating for ranked-choice voting. His detailed policy proposals and emphasis on inter-agency collaboration position him as a well-prepared candidate to manage New York’s financial hurdles.
Senator Myrie, the third endorsed candidate, is a reform-minded legislator who led major election law changes in New York. Despite lacking executive experience, Citizens Union values his legislative record and strong stance on public safety, housing, and accountability. His campaign represents a new generation focused on restoring trust and integrity to City Hall.
Following the endorsement, Cuomo thanked Citizens Union for their support at “this critical moment for New York City.” He called for unity among “working New Yorkers, organized labor and community leaders from every part of this great city” and committed to restoring effective leadership and advancing the city’s progress.
