President Donald Trump signed an executive order Wednesday, February 19th, directing federal agencies to end taxpayer-funded benefits for illegal immigrants. The order requires departments to review existing programs and take steps to ensure that federal funds are used solely for American citizens.

The White House said the move is intended to uphold immigration laws and prevent what it described as incentives for illegal immigration. Under the executive order, federal agencies must identify and eliminate any programs providing financial assistance to illegal immigrants. The order also seeks to prevent federal funds from supporting sanctuary policies at the state and local levels. Agencies must strengthen eligibility verification systems to ensure that benefits go only to those lawfully eligible.

According to a White House fact sheet, “The Order directs Federal departments and agencies to identify all federally funded programs currently providing financial benefits to illegal aliens and take corrective action.” It also “ensures that Federal funds to states and localities will not be used to support ‘sanctuary’ policies or assist illegal immigration” and “It mandates improvements in eligibility verification to prevent benefits from going to individuals unlawfully present in the United States.”

The administration argues that the surge in illegal immigration has placed a financial burden on taxpayers. The U.S. House Homeland Security Committee estimates that illegal immigration has cost taxpayers approximately $451 billion since 2021. The Federation for American Immigration Reform (FAIR) calculated that the annual cost of providing services to 20 million illegal immigrants and their children is at least $182 billion, with $66.5 billion in federal expenses and $115.6 billion at the state and local levels.

The executive order also directs agencies to refer cases of improper benefits distribution to the Department of Justice and the Department of Homeland Security for further action. The Department of Government Efficiency (DOGE), led by Elon Musk, has been tasked with identifying other federal funding sources for illegal immigrants and recommending additional measures to align federal spending with the order’s objectives.

Trump has framed the measure as part of his effort to enforce immigration laws and prioritize American citizens. “President Trump is committed to safeguarding Federal public benefits for American citizens who are truly in need, including individuals with disabilities and veterans,” the fact sheet states.
